This guide seeks to contribute to building the operational and programmatic capacities of national, regional and local governments in the early management of post-disaster recovery, with a sustainability-based approach by:
- offering public, private and community decision- makers and stakeholders a new vision – that of recovery – to face and lead post-disaster processes;
- arguing for the relevance and effectiveness of doing recovery planning before a disaster occurs, based on identifying those policies or actions that must appear in their institutional plans and budgets; and
- developing a recovery planning methodological guide that makes it possible to effectively and properly lead the pre and post-disaster processes.
